How to take artsy-grainy-exposed photos?

On either a film camera, or my nikon d3100.
For example, I want to take pictures like this, but I'm not sure how to achieve that.

Nikon d5000 with 18-55 and 55-200, $740, but arrow key doesn't work. WORTH IT?

Nikon d5000 with 18-55 and 55-200mm lenses, $740, but arrow key doesn't work. WORTH IT?
I bought it used out of ebay, it says like new, but apparently there is defect. What should I do? still keep it or return it? or ask for $100 off?
Added (1). Only the down button arrow key that doesnt work though.but i don't really understand camera so im scared there might be other defects i don't understand.

Camera Problem Nikon D90?

I have a used Nikon D90 with a 10 or so year old 52mm Sigma auto focus lens. I just acquired the camera and I am trying to take pictures with it but whenever the center of the image becomes far away, the camera will not take the image. I can hear the motor in the lens trying to turn the focusing dial but its not moving. I just don't get it because I see the image in the viewfinder and I'm saying "take" but it just makes a little noise and doesn't do anything. I've tried it on the P, S, A, and M settings, which I don't think should matter.

What type of camera would be best for me?

I'm currently an art student studying sculpture. I'm wanting a camera both to document my artwork and to create process shots and videos. I recently discovered the gopro camera and it seems awesome for creating my process videos and attaching them at interesting angles, However it wouldn't be great for documenting my work. I can always rent a camera at my school for a couple days at a time, and its an expensive one with nice lenses -somthing I couldn't afford myself anyways and would take better shots. I have thought about getting the gopro for that reason, but my mother was planning on getting me a good nikon or canon.are their cameras that would be capable of both? Other camera recommendations?

What do I need to use speed lights?

I currently use a Nikon D5100 but am soon upgrading to the D600. I want to be able to use several speed lights. I know I will need a transmitter, but not sure what else and how they go together.

Can you be non-telegenic (ugly on video) but good-looking in real life?

I decided to do a video with me and friends and I looked HORRIBLE! My face looked washed out, my nose looked bigger than what it is, my eyes appear smaller and I look 10X my age.Is this how I really look? I look BAD in certain lighting, but all my friends appear the same. I DO NOT like what I see, and now my self-esteem is SHOT! PLEASE HELP!!! Guys don't really approach me in real life and one girl called me ugly before, I came to the realization that maybe I am. I am underweight though, and I think on video it just makes me look MORE sickly than what I look like in real life.

I use a NIKON 5X OPTICAL ZOOM 6.3-31.5mm camera. What does that mean?

Using camera flashlight of the camera using remote?

I have Nikon D5100 and it lacks wireless flash capability. But i want to use flashlights off the camera. I have googled for various options including cactus and yongnuo products for wireless remotes for controlling flashes but didn't understand which one is better. I think SU-800 will do the trick but since it is expensive i need some inexpensive alternative mentioned above(cactus, yongnuo etc) .Also recommend flash and remote best suited.My budget is 400$( may be bit more) .
