What is an ideal range (in millimeters) on a lens to shoot macro photography?

For example, the standard lens is: 18-55mm. But I want a lens that is higher in quality, with a bigger range to do macro. Two of my biggest wants for a camera will be shooting macro and taking photos at a fast shutter speed. But anyways, what would a good range be? Any good brands of lens? What about good brands that can be interchangeable between different brands for ex. I was at the camera shop and had a Sigma lens on a Nikon body.
Also what does it mean when it says for ex.on a lens: 2.8 1:1?
What is it using to measure instead of millimeters?
